29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):      a) On or about April 29, 2013 and at times prior, Ordaz Construction Co., as exposing employer, did not ensure that the employees were protected from falls greater than 6 feet while performing framing work without the use of fall protection systems.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:    a) On or about April 29, 2013 and at times prior, employees were exposed to fall injuries while performing framing work.  Employees were observed climbing down an interior wall without the use of a ladder or stairway.
