29 CFR 1910.23(e)(3)(iv): The anchoring of posts and framing of members for railings of all types shall be of such construction that the completed structure shall be capable of withstanding a load of at least 200 pounds applied in any direction at any point on the top rail. Loft Area of Warehouse: On March 14, 2013, the two sections of the railing on the loft were hinged to swing open out over the loft and was not secured with latches provided. Both sections had an additional piece of unsecured railing placed in front of the hinged area that did not withstand weight in the direction over the loft because they were not anchored to the floor.
