29 CFR 1926.1053(b)(1):  Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:    a.    On or about 5/13/2013, PR Army National Guard New Readiness Center, Fort Buchanan, PR. Building roof area:   Employees engaged in roofing operations were using a telescopic multipurpose ladder not extending at least 3 feet above the upper landing surface.  The employees were using the ladder to gain access to the building's roof area.    NOTE:    Certification of abatement is not required for this citation as abatement was documented by the compliance safety snd health officer within 24 hours of the inspection.

29 CFR 1926.1060(a):  The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards.     a. On or about 05/13/2013, PR Army National Guard new Readiness Center building, Fort Buchanan, PR.  Building roof area: The employer did not train each employee exposed to a fall hazards while using ladders.  Employees were using a telescopic multipurpose ladder to gain access to building roof area more than 15ft high from the lower level.    NOTE:    Certification and documentation of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c) and (d), respectively.
