29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees: (a) Facility, 2883 Morgantown Road, Smithfield, PA: On or about 05/16/13 the employer did not provide training to ensure employees understood the purpose and function of the energy control program. An employee uses a tool to straighten the spreader bars on the Morgan head saw and the employee has not been trained to lock out the equipment when performing this task. The spreader bars are located approximately 4 inches from the saw blades and the employee is exposed to potential caught by or amputation hazards from not controlling the energy for the equipment when performing this task.
