29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. On May 21, 2013, The employer failed to train its employees conducting cement finishing operations in the mandatory use of protective gloves thereby exposing employees to the hazards associated with portland cement burns.

29 CFR 1926.200(g)(1): Construction areas shall be posted with legible traffic signs at points of hazard. a. On or about May 21, 2013, at the above addressed jobsite, an employee conducting flagging operations (on east bound Lincoln Highway) was not protected from struck by hazards due to the lack of signage at the point of hazard.
