29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. At the location of 719 Commercial St. in Emporia KS, an employee operating an articulating boom was exposed to fall hazards of approximately 17 feet from the working platform to the concrete below. The employee was exposed in that a positioning device was not in use to keep him from falling out of the basket

29 CFR 1926.454(a): The employer shall have each employee who performs work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. The training shall include the following areas, as applicable: At the location of 719 Commercial St. in Emporia KS, an employee operating an articulating boom was exposed to fall hazards of approximately 16 feet from the working platform to the concrete below. The employee was exposed in that adequate training was not provided to recognize the hazards associated with operating the articulating boom to minimize the hazards of falling.
