29 CFR 1926.451(b)(7): On scaffolds where platforms are overlapped to create a long platform, the overlap was less than 12 inches (30 cm) where the platforms were not nailed together or otherwise restrained to prevent movement. On or about May 22, 2013, and times prior thereto, two employees were working on a scaffold where unrestrained platforms were overlapped over supports to create a long platform and was not extended at least 12 inches (30 cm) to prevent movement. This condition exposed employees to fall hazards of greater than 10 feet to the ground below.

On or about May 22, 2013, and times prior thereto, two employees were found performing plastering work on a scaffold platform at heights greater than 10 feet from the ground that was not provided with a guardrail system along all sides and ends of the platforms. On or about May22, 2013, and times prior thereto, two employees performing plastering work at heights greater than 10 feet from the ground were using a ladder to access a scaffold's platform.
