29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program which at least  included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): (Construction Reference: 1926.59)(a)      Location:  Worksite    The employees handle at least 2 hazardous chemicals (Diedrich Technologies Caustic Paint Remover, Smart Strip Advanced Paint Remover), and the employer has not developed a written Hazard Communication Program which at least outlinies the steps that the employer will take to ensure that:    a) Labels on incoming containers will be maintained  b) Material Safety Data Sheets will be avilable to employees at all times  3) Employees will be provided training on the hazards of the chemicals and the means of protecting themselves
