29 CFR 1926.21(b)(2): The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. a) Carpenters involved with roofing activities (sheeting) were exposed to fall hazards up to 24 feet without having received any training in the proper methods of fall protection to be utilized.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502. a) Located along the front and back edges of the 5 in 12 and 8 in 12 pitched residential roof structure, carpenters were observed performing roofing associated operations without conventional fall protection and were exposed to fall hazards of 24 feet.
