The ladders were set up on unstable materiial; one ladder's foot was sitting on a brick, another's was resting on a rock, while another's was resting on some broken shingles. 29 CFR 1926.1053(b)(9): The area around the top and bottom of ladders shall be kept clear.  a- 50 Sidney Avenue, Deal NJ: Workers using aluminum extension ladders to access the work areas approximately 22 feet 2 inches to the ground surface below were exposed to fall hazards when the areas at the bottom of these ladders were blocked/cluttered with piles of shingles, debris, etc. As such, this condition created a trip and fall hazard at the worksite.
