29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards. Note:  Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard.     On or about May 30, 2013 at or near 6001 Rogers Avenue, Fort Smith, Arkansas, employees were working on an open sided platform installing the advertising graphic on a billboard sign without any method of fall protection. The platform was not equipped with railings and employees were not utilizing fall protection equipment such as harnesses and lanyards. This condition exposed employees to falls in excess of 20 feet.
