29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a) At the site - on the north side of the building employees applying screen to prep for stucco treatment were observed on the roof of the 16 ft. high commercial buillding without fall protection.

29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purposes for which they were designed (a) At the site - on the north side of the building employees applying screen to prep for stucco treatment were observed accessing the work area using a 6 foot A-Frame type ladder that was not extended as the manufacturer intended, on the roof of the 16 ft. high commercial buliding.
