Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   (a) On or about June 5, 2013, workers engaged in wood framing activities on the second level were exposed to an approximately 13.5 to 14 feet high fall to the concrete below adjacent to the ladder access point.  A worker was observed standing on an upside down plastic bucket directly adjacent to the unprotected side.   NOTE: Abatement certification is NOT required for this item.
