Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The place of employment was not free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:             a.    First Street, Fairmont, WV:  The wheels to a Talbert detachable gooseneck lowboy trailer                  were not chocked during the coupling operation, as determined on 6/7/2013.    A feasible and acceptable abatement method is to ensure that trailer tires are chocked when being coupled to a trailer.
