29 CFR 1910.23(c)(2): Runways four feet or more above floor or ground level were not guarded by standard railings (or the equivalent): On, or about, July 5, 2013, standard railings or another effective fall protection system was not provided to an electrician who accessed a platform system laid on the suspended ceiling of the sanctuary to change lightbulbs. The suspended ceiling had not been designed to bear weight. Abatement Note: In a report dated October 18, 2013, a structural engineer determined that the suspended ceiling was not designed to hold the weight of platforms and a person and all maintenance activities had to be conducted from below or an engineered platform system needed to be installed.
