29 CFR 1926.1101(g)(9): The employer did not follow the work practices and engineering controls for Class III asbestos work specified in 29 CFR 1926.1101(g)(9)(i) through (g)(9)(v), to minimize the exposure to employees: (a) On or about June 3, 2013, USPS employees were brought into the facility to install the Flat Mail Sorters. To secure the Flat Mail Sorters, 50 to 60 holes were drilled into the 12x24 plank floor, which contained asbestos material. Wet methods, local exhaust, barriers, and respirators were not utilized to protect employees from exposure to asbestos.

29 CFR 1926.1101(h)(1): For employees who use respirators required by 29 CFR 1926.1101, the employer did not provide each employee an appropriate respirator that complied with the requirements of 29 CFR 1926.1101(h): (a) On or about June 3, 2013, the employer had not provided respirators to the employees exposed to asbestos containing material while drilling on the 12x24 plank. The employees were not utilizing a wet method and no negative assessment exposure determination had been performed.
