This condition exposed employees to a struck by and amputation hazard.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. Denali National Park, East Fork Toklat River Bridge Repair work site: On or about 12 June 2013 and times prior thereto, no Guardrail system was installed on the bridge for employees traversing from work trailer to bridge work. Bridge guard rail measured approximately 26 inches. This condition exposed employees to a fall hazard of approximately 38.5 feet.
