29 CFR 1910.36(d)(1): Employees were not able to open an exit door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors. Employees working in the facility were exposed to egress limitations due to a locking handle and a wooden security device installed on the inside of the door and the employer did not provide an exit door able to be opened from the inside without keys and special knowledge.
