29 CFR 1910.1200(e)(2)(i): At a multi-employer workplace, the employer's hazard communication program did not include methods the employer used to provide other employers with on-site access to a material safety data sheet for each hazardous chemical the other employer(s)' employees may be exposed to while working: (Construction Reference: 1926.59) (a) At the Dept of Veterans Affairs Central Iowa Veteran Health Care System, US Erectors were welding on galvanized steel and using SprayOn Zinc-Rich Cold Compound. While US Erectors had a written hazard communication program, it did not include the methods used to provide the VA and other contractors access to safety data sheets for each hazardous chemical that VA employees were exposed to. The hazardous chemicals included but not limited to welding fumes associated with welding on galvanized steel using E7018 welding rods and SprayOn Zinc-Rich Cold Galvanizing Compound.

29 CFR 1910.1200(e)(2)(ii): At a multi-employer workplace, the employer's hazard communication program did not include methods the employer will use to inform the other employer(s) of any precautionary measures that need to be taken to protect employees during the workplace's normal operations and in foreseeable emergencies: (a) At the Dept of Veterans Affairs Central Iowa Veteran Health Care System, US Erectors were welding on galvanized steel and using SprayOn Zinc-Rich Cold Compound. While US Erectors had a written hazard communication program, it did not include the the methods for informing the VA and other employers of precautionary measures that were needed to protect VA employees from US Erectors work process in Building 3 on the entry stairs project. VA employees were exposed to the welding fumes generated when US Erectors employees welded on galvanized steel using E7018 welding rods.
