29 CFR 1903.19(d)(1): The employer did not submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required:  (a)    The employer failed to provided documentation demonstrating the abatement methods and completion as cited in Citation 1 for hazards associated with; 2)Training employees exposed to potential 11.0 and 17.1 foot fall hazard in fall protection criteria.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   Workers were observed engaged in residential construction activities re-roofing an existing single-family house. Workers were exposed to potential 11.0 and 17.1 foot fall hazards in that a proper fall protection system was not utilized.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    Workers were observed engaged in residential construction activities re-roofing an existing single-family house. Workers were exposed to potential 11.0 and 17.1 foot fall hazards in that the workers were not properly trained in fall protection criteria.
