29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: On or about June 20, 2013 at the Athlon Drilling yard north of Big Spring, employees were exposed to fall and caught-between hazards when safe access to perform rigging was not provided. OR in the alternative: 29 CFR 1910.28(a)(1): Scaffolds were not furnished and erected in accordance with this standard for persons engaged in work that cannot be done safely from the ground or from solid construction, except that ladders used for such work did not conform to 1910.25 and 1910.26: On or about June 20, 2013 at the Athlon Drilling yard north of Big Spring, employees were exposed to fall and caught-between hazards when safe access to perform rigging was not provided.
