Employees were laying down silver coating on the lower level roof.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by the use of a guardrail system, safety net system, personal fall arrest system, warning line system, or a safety monitoring system. a) Jobsite: Lower Level Roof on SW Corner of Bldg. - On or about 6/21/13, no fall protection system was used to prevent the employees from falling off the open sections of the parapet wall on the lower level roof. Employees were laying down silver coating on the lower roof within one (1) foot from the unprotected openings of the parapet wall
