29 CFR 1926.20(b)(1): The employer did not initiate and maintain a safety program as necessary to comply with this part.  a) At the inspection site, exposing employee(s) to conditions which are unsanitary, hazardous, or dangerous to their health or safety.   Note: The elements of an effective safety and health program may include, but are not limited to, the following: a) Management commitment and leadership b) Assignment of Responsibility c) Identification and control of hazards d) Training and education e) Recordkeeping and hazard analysis f) First aid, medical training and assistance g) Frequent and regular inspections  On June 19, 2013, employer failed to implement a site specific safety and health program for this construction project.
