29 CFR 1926.100(a):  Employees were not protected by hard hats while working in areas where there was a possible danger of head injury from impact, or from falling or flying objects:    (a)   Ridge Runner Construction Company, Inc. at 300 S. Spring St., Aspen, CO 81611:  On or before  June 25, 2013 the employer did not ensure that employees wore hard hats during the installation of steel components for an outside walkway and guardrail system for floors one and two of the building.  This condition exposed employees to head injuries.  Abatement Note:  1926.28(a) also provides that the employer is responsible for requiring the wearing of appropriate personal protective equipment in all operations where there is an exposure to hazardous conditions or where this part indicates the need for using such equipment to reduce the hazards to the employees.

29 CFR 1926.501(b)(1):  Each employee on a walking/working surface having an unprotected side or edge which was 6 feet or more above a lower level was not protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system.    (a)   Ridge Runner Construction Company, Inc. at 300 S. Spring St., Aspen, CO 81611:  On or before June 25, 2013 the employer did not ensure that employees on a walking/working surface having an unprotected side or edge which was six feet or more above a lower level were protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system in that employees engaged in the removal of wood railings on the outside stair landing between levels one and two did not utilize fall protection.  This condition exposed employees to a fall hazard of approximately 15 feet.    (b)  Ridge Runner Construction Company, Inc. at 300 S. Spring St., Aspen, CO 81611:  On or before June 25, 2013 the employer did not ensure that employee on a walking/working surface having an unprotected side or edge which was six feet or more above a lower level was protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system in that an employee worked on a wooden board that was placed on top and across stairway guardrails.  This condition exposed the employee to a fall in excess of 6 feet.
