29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement: (a) At lot 25 of the D R Horton development in Palm Harbor, where concrete slabs were being poured, caps or guards were not installed on the steel rods measuring 21 inches from the slab surface, to protect the employees from an impalement hazard. (b) At lot 26 of the D R Horton development in Palm Harbor, where concrete slabs were being poured, caps or guards were not installed on the steel rods measuring 29 1/2 inches from the ground surface, to protect the employees from an impalement hazard.
