The quantity of flammable liquids or liquids with a flashpoint greater than 199.4 degrees Fahrenheut (93 degrees Celsius) kept in the vicinity of spraying operations shall be the minimum required for operations and should ordinarily not exceed a supply for 1 day or one shift. Bulk storage of portable containers of flammable liquids or liquids with a flashpoint greater than 199.4 degrees Fahrenheit (93 degrees Celsius) shall be in a separate, constructed building detached from other important buildings or cut off in a standard manner. a) On or about April 8, 2013 thirteen 5 gallon containers of KEM 400 enamel Raven black paint and a 55 gallon drum of acetone were stored in the spraying area of the paint shop.

Whenever flammable liquids or liquids with a flashpoint greater than 199.4degrees Fahrenheit (93 degrees Celsius) are transferred from one container to another, both containers shall be effectively bonded and grounded to prevent discharge sparks of static electricity. a) On or about April 8, 2013 the transfer of flammable chemical such as acetone to a smaller container was not bonded and grounded to prevent static electricity.

Approved metal waste cans shall be provided wherever rags or waste are impregnated with finishing material and all such rags or waste deposited therein immediately after use. The contents of waste cans shall be properly disposed of at least once daily or at the end of each shift. a) On or about April 8, 2013 rags and other debris impregnated with acetone was not deposed of in a approved metal waste can daily.
