29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system. On or about 3 July 2013, two employees were replacing composition roof shingles on the roof of a 3-story apartment building up to approximately 30 feet high without fall protection, exposing the employees to a fall hazard.
