29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge 6 feet or more above a lower level was not protected from falling by the use of a guardrail system, safety net system, or personal fall arrest system. On or about July 3, 2013, employees performing roofing activities on a flat roof were not wearing fall protection or protected by a guard rail system or warning line system when working at the edge of the roof. Employees were exposed to fall hazards of approximately 13 feet to the concrete below.
