29 CFR 1926.1052(b)(1): Foot traffic was not prohibited on stairways where the treads and/or landings of pan stairs were to be filled in with concrete or other material at a later date and stairs were not temporarily fitted with wood or other solid material at least to the top edge of each pan:   On or about 07/01/13 at Macon, GA: Employees were exposed to fall hazards while using a stairway that connects the main floor to the mezzanine level of a gymnasium.  The general contractor failed to fill the stairway pans with concrete or other material to prevent fall hazards.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:    On or about 07/01/13 at Macon, GA:  Employees were exposed to fall hazards when utilizing two metal stairways that connected gymnasium floor to the mezzanine level.  The employer failed to install stairrails along the unprotected sides of the metal stairs.
