Brown Construction @ 7175 Federal Blvd., Westminster, CO:  On and before July 8th, 2013, the exposing employer did not ensure frequent and or regular inspections were conducted by a "competent" person to determine the strength and structural integrity of the three story stick framed building was maintained throughout the construction process. On July 8th, 2013, two framing employees conducting sheathing operations fell approximately 30 feet as a result of the collapse of the southeast cantilevered roof structure.    Abatement Note:  OSHA defines a competent person as someone capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them.
