29 CFR 1926.452(c)(2): Frames and panels shall be braced by cross, horizontal, or diagonal braces, or combination thereof, which secure vertical members together laterally. The cross braces shall be of such length as will automatically square and align vertical members so that the erected scaffold is always plumb, level, and square. All brace connections shall be secured.  a) Building exterior, right side - Employees were working on a fabricated frame scaffold that was missing cross braces; on or about 8/14/13.

29 CFR 1926.451(h)(2): Where there is a danger of tools, materials, or equipment falling from a scaffold and striking employees below, the employer did not set up a barricade to prevent employees from entering or erect a toe board along the platform edge.   a) Building exterior, right side - An employee was exposed to an injury while working on the ground, under employees installing brick from a tubular welded scaffold that was missing a toe board system; on about 8/14/13.   F. Pardo was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451 (h)(2), which was contained in OSHA inspection number 315467257, citation number 1, item number 2 and was affirmed as a final order on 7/15/11, with respect to a workplace located at 532 Roff Ave, Palisades Park, NJ 07650.
