29 CFR 1910.67(c)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift.  On or about 07/17/2013, on the northeast side of the construction site located at 10222 The Grove Blvd, the employer allowed employees to work in an aerial lift basket without a body belt or harness, in order to hang a banner from the third floor of building being constructed.      A. An employee was observed working approximately 20 feet above the ground in an aerial lift basket without wearing a body belt or harness.      B. An employee was observed working approximately 20 feet above the ground in an aerial lift basket while wearing a harness with a lanyard which was not attached to the aerial lift's basket.
