29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On 7/18/2013, workers from IMPACT, LLC Strategies working on a roof of Gordon Food Service Marketplace located at 311 Mid Rivers Mall Drive, St. Peters, MO were not utilizing fall protection while working near the edge of the roof. Two employees were observed on the roof of the building without fall protection, exposing them to a fall to the ground below. The employees were chipping mortar off of the parapet wall, which was approximately 16 inches high, so they could attach lumber to it. The employees were observed working and walking along the edge of the roof without any fall protection. And, the roof ws approximately 22 feet above the ground.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards. The program did no enable each employee to recognize the hazards of falling and did not train each employee in the procedures to be followed in order to minimize these hazards.
