Employees were measuring and cutting four-by-eight foot sheeting in the back of a scissor lift truck.  The sheeting was carried across a ramp that served as a walkway from the truck to the roof.  The walkway was open on both sides and did not have a guardrail system in place.  The truck was extended approximately nineteen (19) feet above the ground.  The peak of the roof was approximately twenty (20) feet from the ground.
