29 CFR 1910.119(f)(1): The employer did not develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process. At this location, the employer uses HMX by Chemring Nobel AS to manufacture shocktube explosive fuses and did not develop written operating procedures that provided clear instructions for safely: a. drying the HMX powder; b. mixing the HMX powder with other materials; and, c. manufacturing the shocktubes on the production line.
