29 CFR 1926.20(b)(2):  Employer did not provide programs for frequent and regular inspections of the job sites, materials, and equipment to be made by a competent person designated by the employer:              a)   Huete Construction at 8049 Stohl St., Denver, CO 80238:  On 7/11/13, the employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person.  Employees on-site were permitted to work in areas where fall hazards existed. The condition exposed the employees to a fall hazard of 10 feet while framing the second floor.     b)   Huete Construction at 8079 Stohl St., Denver, CO 80238:  On 7/11/13, the employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person.  Employees on-site were permitted to work in areas where fall hazards existed. The condition exposed the employees to a fall hazard of 23 feet while framing the roof.     Abatement Note: OSHA defines a competent person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them.     Abatement Note:  Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
