Where wet processes are used, drainage shall be maintained, and false floors, platforms, mats, or other dry standing places should be provided where practicable.    Engineered Plastic Components, Inc. had employees exposed to fall hazards from the accumulation of oil around equipment throughout the facility.

29 CFR 1910.147(c)(6)(i): The employer shall conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirements of this standard are being followed.     Engineered Plastic Components, Inc. had employees perform maintenance operations on equipment within the facility, and the employer did not conduct a periodic inspection of energy control procedures at least annually to ensure that the procedure and the requirements of 1910.147 were being followed.  This periodic inspection would include the following:        The periodic inspection shall be performed by an authorized employee other than the one(s) utilizing the energy control procedure being inspected,  The periodic inspection shall be conducted to correct any deviations or inadequacies identified, Where lockout is used for energy control, the periodic inspection shall include a review, between the inspector and each authorized employee, of that employees responsibilities under the energy control procedure being inspected, Where tagout is used for energy control, the periodic inspection shall include a review, between the inspector and each authorized and affected employee, of that employees responsibilities under the energy control procedure being inspected.
