One of the employees was wearing a full body harness with a lanyard, but the lanyard was not attached to an anchor point. The other employee was not wearing a harness. No guardrails or other fall protection system was being utilized to protect the employee.       NO ABATEMENT CERTIFICATION REQUIRED
