29 CFR 1910.134(k)(1)(ii): The employer did not ensure that each employee could demonstrate knowledge of the limitations and capabilities of the respirator: (Construction Reference 1926.103) At the inspection site located at 4001 South Lamar in Austin, Texas, on July 19, 2013 and at times prior thereto, where employees were engaged in concrete floor grinding operations involving production of carbon monoxide from propane-powered floor grinders, training on the limitations of air-purifying respirators was inadequate in that employees were expected to wear cartridge-type respirators for protection from carbon monoxide, a simple asphyxiant.

29 CFR 1910.1200(h)(3)(iii): Employee training did not include the measures employees can take to protect themselves from chemical hazards, including specific procedures the employer had implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures and personal protective equipment to be used: (Construction Reference: 1926.59) At the inspection site located at 4001 South Lamar in Austin, Texas, on July 19, 2013 and at times prior thereto, where employees were engaged in concrete floor grinding operations using propane-powered floor grinders, chemical hazard communication training was inadequate in that employees were not aware of measures employees can take to protect themselves from carbon monoxide, a simple asphyxiant.
