29 CFR 1910.119(j)(4)(ii): Inspection and testing procedures did not follow recognized and generally accepted good engineering practices (RAGAGEP):      a) At the facility, on or about 7/25/13: The employer did not conduct inspection and tests in accordance with RAGAGEP for an ammonia refrigeration system containing 25000 pounds of anhydrous ammonia. The employers inspection and testing procedures did not cover at lease an annual check of control and stop valves.     b) At the facility, on or about 7/25/13: The employer did not conduct inspection and tests in accordance with RAGAGEP for an ammonia refrigeration system containing 25000 pounds of anhydrous ammonia. The employers inspection and testing procedures did not cover at least a bi-annual inspection of pressure relief devices.    c) At the facility, on or about 7/25/13: The employer did not conduct inspection and tests in accordance with RAGAGEP for an ammonia refrigeration system containing 25000 pounds of anhydrous ammonia. The employers inspection and testing procedures did not cover drive conditions, drive alignment, and conditions of foundation bolts for compressors.     d) At the facility, on or about 7/25/13: The employer inspection and testing procedures did not cover 5 year non-destructive testing and pressure testing of pressure vessels, testing of stop valves in accordance with RAGAGEP for an ammonia refrigeration system containing 25000 pounds of anhydrous ammonia.     e) At the facility, on or about 7/25/13: The employer inspection and testing procedures did not establish criteria for inspection and testing procedures to address corrosion under insulation in accordance with RAGAGEP.      Abatement documentation must be submitted for this item.
