29 CFR 1915.12(a)(3):  The employer did not ensure that employees did not enter a space where the oxygen content by volume, was below 19.5 percent:       a/ Raritan Marina Site/Laurence Harbor NJ:  Mariner's Barge (no markings).   On/or about 7/23/2013 between 4:00 pm and 4:30 pm two K.G. Marine Contracting employees entered the barge and were exposed to an oxygen deficiency level measured  to be at 7 percent which is 12.5 percent below the 19.5 percent (minimum) oxygen requirement.      Means were not provided to prevent the employees from entering the barge (a permit required confined space) where required oxygen levels (19.5 to 22.0 percent) were not tested to ensure the level was maintained.      Observed on/or about 07/23/2013 through 7/25/2013.
