29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:   a) Located along the front garage area of the residential structure an employee was observed performing joist instilation associated operations on an unprotected stud wall top plate/header without conventional fall protection or an alternative fall protection system and was exposed to a fall potential in excess of 10'.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) Located along the front garage area of the residential structure an employee observed performing joist instilation work activities in an elevated position above 10' who was not trained to recognize the hazards of falling and was not knowledgeable of the procedures or regulations to be followed to minimize fall hazards.
