29 CFR 1926.95(a): Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, were not provided.    a)On or about July 29, 2013 and prior to that time located on the roof area at Wright-Patterson AFB, Bldg. 828 employees were carrying and performing initial butt edge placement associated operations of underlayment material such as but not limited to Densdeck roof board in close proximity to an open top mop tubs containing 3/4 filled hot asphalt with temperatures ranging between approximately 480-500 without long sleeved protective clothing or equivalent to protect from the potential hazard of contact with hot asphalt.

29 CFR 1926.102(a)(1): Employees shall be provided with eye and face protection equipment when machines or operations present potential eye or face injury from physical, chemical, or radiation agents.  a)On or about July 29, 2013 and prior to that time located on the roof area at Wright-Patterson AFB, Bldg. 828 employees were pushing and mopping from a &frac34; filled open top mop tub containing hot asphalt with temperatures ranging between approximately 480-500 degrees with safety eyewear only and no face protection from the potential hazard of splashing hot asphalt.
