The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated At a jobsite in Freeport, Illinois employees working from aerial lifts ranging from 30 to 35 feet above grade were not using fall proteciton. Abatement documentatioin is required for this item in accordance with the requirements of 29 CFR 1903.19(d)

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. At a jobsite in Freeport, Illinois, employees working on a flat commercial roof approximately 28 feet above grade connecting metal decking were not using any method of fall protection. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
