29 CFR 1926.21(b)(2):  The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury:      At the worksite:  On or about July 29, 2013, and at times prior thereto, the employer allowed an employees to cut the banding on a bundle of three coils of ploy coil tubing without adequately being made aware of recognition and avoidance of unsafe conditions and the applicable regulations.  The employee was exposed to the hazard of struck-by a falling coil of poly tubing and lack of knowledge to work safely.
