29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    Throughout the facility the employer is failing to develop, implement and/or maintain a written hazard communication program as outlined in this subpart.  This failure has the potential to expose employees to injuries associated with welding of mild steel and chemical they are either not familiar with and/or not trained to use.

Tank No1.

29 CFR 1910.1200(h)(1):     The employer did not provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignments and whenever a new physical or health hazard the employees have not previously been trained about is introduced into their work area:      The employer is failing to protect employees from potential chemical exposure hazards associated with not conducting required HAZCOM training.  The employer has employee(s) using various types of chemicals while not having been formally trained in accordance with the requirements of this subpart.
