Retractable safety scalpels are commercially available and can be considered for use.

29 CFR 1910.1030(d)(2)(i): Engineering and work practice controls were not used to eliminate or minimize employees exposure: On or about August 12, 2013, the employer did not use engineering controls, such as, but not limited, safety needles and safety scalpels, to eliminate or minimize employee exposure. Self-sheating syringes, retractable needles, and retractable scalpels, and among other controls, are commercially available and could have been used.
