(a) West end of building - On or about August 9, 2013, welded frame scaffolds used for installing boxing around the building awing and columns did not have base plates.

29 CFR 1926.451(c)(2)(i): Footings shall be level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement. (a) West end of building - On or about August 9, 2013, welded frame scaffolds used for installing boxing around the building awing and columns were not on sound foundations. A void space was underneath some of the mudsills due to previous soil erosion.
