29 CFR 1926.651(h)(1): Employees were working in excavations in which there was accumulated water, or excavations in which water was accumulating, and adequate precautions had not been taken to protect employees against the hazards posed by water accumulation.  P&S Construction -  Naval Base Guam NEX Mini Mart & Gas Station site - On or about August 14, 2013 and at times prior thereto,  the excavation did not have an adequate dewatering plant to prevent the accumulation of water during micro-piling activities.  The accumulated water made leveling and stabilization of the drilling equipment difficult for employee drillers; as well as, creating a potential slipping hazard for employees engaged in support activities, including but not limited to adding sections of pipe to the drilling operation.
