29 CFR 1910.107(e)(9): Whenever flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) are transferred from one container to another, both containers were not effectively bonded and grounded to prevent discharge sparks of static electricity.    Employees engaged in painting operations were required to transfer and mix flammable paint products such as, but not limited to, Yellow Enamel L/F (Class 1B), Yellow Primer R/I L/F (Class 1B) and Lacquer Thinner (Class 1B) while in the paint booth and the employer had implemented any bonding and grounding measures to prevent static discharge.
